Caracterización De La Ejecución Presupuestal En La Agencia Restitución De Tierras En Colombia (Ant)

Abstract

La finalidad de esta investigación es conocer la labor realizada por la Agencia Nacional de Tierras durante el periodo comprendido entre 2016 y 2022, que se creó bajo el mandato del expresidente Juan Manuel Santos, por medio del decreto 2363 del 7 de diciembre de 2015, con la idea de establecer una entidad que se encargara del ordenamiento Social de la propiedad rural, de Orden Nacional como máxima autoridad. El Plan de Ordenamiento Social de la Propiedad Rural, es un mecanismo de organización por medio del cual la Agencia dirige y focaliza una zona para el desarrollo de Programas, Proyectos y Acciones encaminadas a normalizar las tenencias de tierras. El Departamento Nacional de Planeación le asigno a la ANT tres indicadores del Plan Nacional de Desarrollo de los cuales dos corresponden al Pacto por el emprendimiento, la formalización y la productividad del Campo, el otro indicador se encuentra dentro del pacto por la equidad para las mujeres rurales, pero también comprende oportunidades para grupos étnicos, Esta entidad maneja presupuesto público asignado cada año por medio de un acuerdo, como lo establece la Constitución Política de Colombia de su Artículo 345 y 346, el cual es aprobado por el presidente del Consejo Directivo, para dar cumplimiento al objetivo establecido y para la cual fue creada. En la monografía se concluye un análisis de ejecución por parte de la ANT durante los periodos ya mencionados anteriormente, donde se visualiza la gestión por parte de la administración, y cada departamento del organigrama que hacen parte de esta entidad.

The purpose of this investigation is to know the work carried out by the National Land Agency during the period between 2016 and 2022, which was created under the mandate of former president Juan Manuel Santos, through decree 2363 of December 7, 2015, with the idea of establishing an entity that would be in charge of the social regulation of rural property, of National Order as the highest authority. The Social Planning Plan for Rural Property is an organizational mechanism through which the Agency directs and focuses an area for the development of Programs, Projects and Actions aimed at the normalization of land tenure. The National Planning Department assigned three indicators of the National Development Plan to the ANT, two of which correspond to the Pact for Entrepreneurship, Formalization and Productivity of the Countryside, the other indicator is within the Pact for Equity for Rural Women, but also includes opportunities for ethnic groups. This entity manages the public budget allocated each year through an agreement, as established in the Political Constitution of Colombia in its Articles 345 and 346, which is approved by the president of the Board of Directors, to comply with the objective established and for which it was created. This monograph concludes an analysis of the execution by the ANT during the periods already mentioned above, where the management by the administration is visualized, and each department of the organizational chart that are part of this entity.
