Estudio Del Impacto Social Frente A La Inversión Realizada En El Programa De “Educación Para Todos” Del Municipio De Mosquera En El Plan De Desarrollo “Mosquera Tarea De Todos” Del Periodo 2016 - 2019

Abstract

El presente trabajo de investigación se desarrolló en el Municipio de Mosquera, Cundinamarca, bajo la premisa de no encontrar a la fecha, estudios que analicen la gestión presupuestal en el ámbito educativo del municipio. Conforme a lo enunciado anteriormente, el trabajo de investigación de manera más específica, se gestó sobre el “ESTUDIO DEL IMPACTO SOCIAL FRENTE A LA INVERSIÓN REALIZADA EN EL PROGRAMA DE “EDUCACIÓN PARA TODOS” DEL MUNICIPIO DE MOSQUERA EN EL PLAN DE DESARROLLO “MOSQUERA TAREA DE TODOS” DEL PERIODO 2016 – 2019”. A partir de esto, se inició con el marco normativo concerniente a la educación y la gestión presupuestal con base a la legislación Nacional, Departamental y Municipal. También, se realizó un análisis con el fin de evaluar y medir el programa educación para todos, estableciendo un comparativo entre el presupuesto y la ejecución en el sector educativo, según los informes de gestión de los años 2016 a 2019, con el fin de exponer las actividades en las cuales se ejecutaron los recursos. Finalmente, se concluye con el análisis de cada una de las metas propuestas en el plan de desarrollo del programa educación para todos, para establecer cuál fue el impacto social causado a partir del diagnóstico realizado y los informes presentados, evaluando la cantidad de beneficiarios con respecto a las cifras esperadas y así analizar los costos del programa en relación con los beneficios otorgados a la comunidad Mosqueruna en el ámbito de la educación.

Abstract:

This research work was carried out in the Municipality of Mosquera, Cundinamarca, under the premise of not finding to date, studies that analyze the budgetary management in the educational field of the municipality. As stated above, the research work in a more specific manner was based on the STUDY OF THE SOCIAL IMPACT AGAINST THE INVESTMENT CARRIED OUT IN THE PROGRAM OF EDUCATION FOR ALL OF THE MOSQUERA MUNICIPALITY IN THE DEVELOPMENT PLAN MOSQUERA TAREA OF ALL OF THE PERIOD 2016 - 2019. From this, it began with the regulatory framework concerning education and budget management based on National, Departmental and Municipal legislation. Also, an analysis was carried out in order to evaluate and measure the education for all program, establishing a comparison between the budget and the execution in the education sector, according to the management reports of the years 2016 to 2019, in order to expose the activities in which the resources were executed. Finally, it concludes with the analysis of each of the goals proposed in the development plan of the education for all program, to establish what was the social impact caused from the diagnosis made and the reports presented, evaluating the number of beneficiaries with respect to the expected figures and thus analyze the costs of the program in relation to the benefits granted to the Mosqueruna community in the field of education.
