En Colombia, el impuesto predial constituye la segunda fuente de ingresos para sostener el gasto público y la inversión social. Debido a esto, la dinámica del impuesto predial en un municipio, visto desde la parte contable y fiscal resulta muy importante, a la hora de la toma de decisiones en inversión y gasto; de ahí la trascendencia de realizar un análisis del comportamiento del impuesto predial a nivel de la provincia de Ubaté. Este estudio muestra el potencial del recaudo del impuesto predial en la cobertura de las necesidades reales de cada uno de los municipios. Durante la monografía se presenta un primer capítulo, que describe el comportamiento del impuesto predial en los municipios de la provincia de Ubaté, durante los últimos tres años y su dinámica en el recaudo: el cobro efectivo y la voluntad de pago de los contribuyentes; esto último, relacionado con las medidas y facilidades de pago ofrecidas a nivel municipal y la determinación de reformar y actualizar el catastro de cada municipio, cuestión que tratará el segundo capítulo, teniendo en cuenta que, la actualización del catastro puede derivar en mayores ingresos y en crecimiento a nivel municipal y regional en inversión pública.. ABSTRAC In Colombia, the property tax is the second source of income to support public spending and social investment. Due to this, the dynamics of the property tax in a municipality, seen from the accounting and fiscal side, is particularly important when making investment and spending decisions; hence the importance of carrying out an analysis of the behavior of the property tax at the level of the province of Ubaté. This study shows the potential of collecting the property tax in meeting the real needs of each of the municipalities. During the monograph a first chapter is presented, which describes the behavior of the property tax in the municipalities of the province of Ubaté, during the last three years and its collection dynamics: the effective collection and the willingness of the taxpayers to pay; the latter, related to the payment measures and facilities offered at the municipal level and the determination to reform and update the cadastre of each municipality, an issue that will be dealt with in the second chapter, taking into account that updating the cadastre may lead to higher income and growing at the municipal and regional level in public investment.
