| dc.description.abstract | Resumen: La gestión de los recursos públicos demanda el compromiso en el establecimiento de controles
para la optimización en la destinación que tendrá en el gasto y la inversión. En ese sentido y
tomando en cuenta la corresponsabilidad que les asiste a los entes territoriales en relación con
las transferencias para su destinación específica y de propósito general, puntualmente con el
Sistema General de Participaciones, se hace necesario identificar cuál ha sido el
comportamiento que la ejecución presupuestal territorial a partir de la gestión y el compromiso
de los municipios, para el caso Fusagasugá, ha cedido al sector agropecuario y en qué nivel de
importancia ha incidido el presupuesto municipal dirigido al fortalecimiento del sector
agropecuario tomando en cuenta la vocación agrícola del municipio.
El referente teórico aborda la Autonomía presupuestal y la descentralización fiscal a partir de los
postulados de Bonet, Pérez y Ayala (2014); Maldonado (2011); Daughters and Harper (2006),
CEPAL, 2009 entre otros. Aplica a una metodología con corte exploratorio basado en el
contraste documental soportado en fuentes institucionales del Estado y académica. Abstract: The management of the public resources demands the commitment in the establishment of
controls for the optimization in the destination that will have in the expenditure and the
investment. In that sense and taking into account the co-responsibility that assists the territorial
entities in relation to the transfers for their specific destination and of general purpose, punctually
with the general system of participations, it is necessary to identify what has been the behavior
that the territorial budget execution from the management and the commitment of the
municipalities , in the case of Fusagasugá, has ceded to the agricultural sector and in what level
of importance has affected the municipal budget aimed at strengthening the agricultural sector
taking into account the agricultural vocation of the municipality.
The theoretical reference approaches the budgetary autonomy and the fiscal decentralization
