| dc.description.abstract | La primera de las dependencias en ser construida fue la plaza de mercado (1.946 – 1.948) por el Arquitecto Leopoldo Rother, construida de tal manera que se ajustara a las condiciones de clima, espacio y cultura de los lugareños, ubicada cerca del río Magdalena. Es una estructura abierta de tal manera que se pudiera aprovechar de la brisa ribereña una estructura en concreto muy ligera, con dos plantas, un mezanine y cuatro escaleras para acceder a la segunda planta, segunda planta con vacíos que permiten una visión y libertad extrema a sus usuarios y visitantes. Es de mencionar que según relatos de personas de la época la organización para la comercialización de los productos en la Plaza de mercado se concibió pensando en los usuarios de esta dependencia quienes encontraban los productos por secciones, es decir. Sección de Frutas, Sección de Verduras, Legumbres, hortalizas, Sección de tubérculos, Sección de Hierbas, Sección de Artesanías, Sección víveres y abarrotes, Sección de vestido, sección de calzado, sección biscochos, chucula, quesillo, arepas, condimentos, relojería, y en la parte externa locales para la venta de jugos y otros, y bodegas de almacenamiento, locales comerciales. Con el pasar de los años esta organización se pierde y todos los inquilinos de la plaza empiezan a ofrecer de todo, ya no estaba organizada por secciones, lo que conduce a una competencia desleal, lo que lleva a que se salgan algunos de estos inquilinos para la calle alrededor de la misma plaza y otros empiecen con ventas ambulantes en carretillas. Esta situación es el origen de otros tantos problemas como el ambiental al dejar desechos botados en la calle luego de la jornada de ventas, y proliferación de roedores y otras plagas, además el desorden de movilidad y en medio de este caos aparece la delincuencia con robos, raponeo y el cosquilleo. Aparece también el expendio y consumo de bebidas alcohólicas, drogas alucinógenas otras sustancias, la prostitución y la explotación infantil Posteriormente como en la década de los ochenta o noventa se acondiciona en un terreno que no es propiedad del municipio aledaño al matadero municipal y pabellón de carnes los acopios el mayorista y el minorista, sin poder invertir para su infraestructura empieza a funcionar sin una organización apropiada y ajustada a las necesidades reales de la actividad comercial de la ciudad, situación que genera problemas de movilidad por estar sobre la vía panamericana muy cerca al puente Ospina Pérez y de gran afluencia de vehículos de toda índole, problemas ambientales de desorden, robos, hurtos y venta y consumo de sustancias alucinógenas y otras. En la parte interna de estas dependencias se puede observar que hay deterioro en sus pavimentos, paredes, exteriores, techos, los puestos donde se almacenan las frutas, verduras y hortalizas no están en óptimas condiciones para su debida, En el año 1990 la plaza de Girardot fue nombrada monumento nacional y patrimonio histórico artístico de Colombia, lo cual de alguna forma ha hecho que no realicen una inversión para la remodelación y/o cambiar el aspecto físico de la antes mencionada.
