Propuesta Para La Transición De La NTC OHSAS 18001:2007 Sistema De Gestión De Seguridad Y Salud Ocupacional A La NTC Iso450001:2018 De Sistema De Gestión De Las Seguridad Y La Salud Para La Empresa Biod S.A.

Abstract

El proyecto “ PROPUESTA PARA LA TRANSICION DE LA NTC OHSAS 18001:2007 SISTEMA DE GESTION DE SEGURIDAD Y SALUD OCUPACIONAL A LA NTC ISO450001:2018 DE SISTEMA DE GESTIÓN DE LAS SEGURIDAD Y LA SALUD PARA LA EMPRESA BIOD S.A.”

BIOD S.A toma desde el año 2015 la iniciativa a nivel Colombia y con una proyección a nivel mundial, siendo en cabeza de los directivos y gerentes la visualización de la implementación en la compañía de las normas ISO partiendo con la norma NTC ISO 9001:2015 orientada a calidad dentro de un sistema de gestión integral (SGI), la NTC ISO14001: 2015 orientada a una parte SGA sistema gestión ambiental y en su momento la NTC OHSAS18001 orientada a toda la parte de cumplimiento en seguridad en el trabajo.

Para BIOD S.A la implementación y posterior certificación en las normas ISO en las versiones NTC ISO9001:2007; NTC ISO14001: 2015 y la NTC OHSAS18001 le abrió un camino diferente buscando otra visión al momento de brindar una imagen corporativa ante el mundo logrando sus certificaciones ante el organismo certificador como lo es ICONTEC.

Es por eso que en el presente trabajo se presenta la propuesta de transición de la norma NTC OHSAS18001:2007 sistemas de gestión en seguridad y salud ocupacional a la NTC ISO45001:2018 de sistemas de gestión de la seguridad y salud en el trabajo. Esto con el ánimo de lograr una mejora en sus procesos y lograr la mejora continua sin perder la certificación con la ha contado desde hace 4 años.

Esta propuesta consta de 3 etapas partiendo de una evaluación inicial del sistema, el diagnóstico para la identificación de requisitos legales y normativos y finalmente la propuesta para la transición de la norma.

Una vez que se han adoptado las normas ISO 9001 e ISO 14001, se contempló la posibilidad de establecer la norma ISO 45001 que trata los sistemas de gestión de seguridad y salud en el trabajo, un tema de interés mundial. Por lo tanto, se llevó a cabo en un taller internacional sobre las ISO celebrado en el año 1996. Toda norma de gestión debería estar basada en los principios de las normas de seguridad y salud en el trabajo de la OIT, con el tiempo, se llegó a la conclusión de que la OIT era el organismo más apropiado para elaborar las directrices internacionales que eran relativas al sistema de gestión de seguridad y salud en el trabajo. En el año 1999, el Instituto Británico de Normas (BSI) trató de elaborar una norma de gestión bajo la protección de la ISO, pero se enfrentó a una firme oposición internacional, por lo que se abandonó la propuesta. Más tarde, el BSI estableció una serie de directrices relativas al sistema de gestión de seguridad y salud en el trabajo que adoptaron la forma de normas técnicas privadas, pero éste no fue el caso de ISO. En el año 2007, el consejo de administración reafirmó el mandato de la OIT en materia de seguridad y salud en el trabajo, además pidió que ISO se abstuviera de realizar una norma internacional sobre el sistema de gestión de seguridad y salud en el trabajo. Luego se constituye el documento GB 331/INS/10, con fecha del 25 octubre de 2017, en el que el Consejo de Administración de la OIT informó sobre la aplicación de los acuerdos a los que se llegaron entre la OIT y la ISO. La norma ISO 45001 se encuentra basada en los principios de simplicidad, claridad y traducibilidad. Además, evita redundancias y se verifica mediante la transparencia.

For BIOD S.A the implementation and subsequent certification in the ISO standards in the NTC versions ISO9001: 2007; NTC ISO14001: 2015 and the NTC OHSAS18001 opened a different path looking for another vision when providing a corporate image to the world achieving their certifications before the certification body such as ICONTEC.

That is why this paper presents the proposal for the transition of the NTC standard OHSAS18001: 2007 occupational health and safety management systems to the NTC ISO45001: 2018 of occupational health and safety management systems. This with the aim of achieving an improvement in its processes and achieving continuous improvement without losing the certification it has had for 4 years. This proposal consists of 3 stages based on an initial evaluation of the system, the diagnosis for the identification of legal and regulatory requirements and finally the proposal for the transition of the standard.

Once the ISO 9001 and ISO 14001 standards have been adopted, the possibility of establishing the ISO 45001 standard that addresses occupational health and safety management systems, a topic of global interest, has been considered. Therefore, it was carried out in an international workshop on ISO held in 1996. Any management standard should be based on the principles of the ILO's occupational safety and health standards, over time, it was concluded that the ILO was the most appropriate body to develop the international guidelines that were relative to the occupational health and safety management system.

In 1999, the British Standards Institute (BSI) tried to develop a management standard under the protection of ISO, but faced strong international opposition, so the proposal was abandoned. Later, the BSI established a series of guidelines related to the occupational health and safety management system that took the form of private technical standards, but this was not the case with ISO. In 2007, the Board of Directors reaffirmed the ILO's mandate on occupational safety and health, and also requested that ISO refrain from carrying out an international standard on the occupational safety and health management system. Document GB 331 / INS / 10 is then constituted, dated October 25, 2017, in which the ILO Governing Body reported on the application of the agreements reached between the ILO and the ISO. The ISO 45001 standard is based on the principles of simplicity, clarity and translatability. In addition, it avoids redundancies and is verified through transparency
